How to File for KyberGate
We walk you through every step — most schools complete this in under 2 hours
Verify Your Technology Plan
Before filing windowEnsure your district has a current technology plan that includes internet safety and CIPA compliance requirements. Most districts already have this through their state education agency.
Don't have a tech plan? We provide a template that satisfies E-Rate requirements.
File FCC Form 470
Filing window (usually Jan–Mar)Post your Form 470 on USAC's EPC portal requesting 'Cloud-Based Web Content Filtering Services' under Category 2. This opens a mandatory 28-day competitive bidding period. We provide exact language to use.
Use our pre-written Form 470 description below — copy and paste directly.
Evaluate Bids & Select KyberGate
After 28-day waiting periodAfter the 28-day window, evaluate responses using price as the primary factor (E-Rate requirement). KyberGate is the most cost-effective enterprise-grade web filter at $5/device/year — we consistently win on price.
Price must be the most heavily weighted factor. Our pricing is designed to win E-Rate bids.
File FCC Form 471
Before Form 471 deadlineSubmit Form 471 with KyberGate as the selected vendor. Include our SPIN number, service descriptions, and contract details. We provide all required documentation and will review your filing before submission.
We'll schedule a call to review your Form 471 together before you submit.
Receive FCDL & Deploy
4–8 weeks after filingUSAC reviews your application and issues a Funding Commitment Decision Letter (FCDL). Once approved, deploy KyberGate across your fleet. 15-minute setup with our guided onboarding.
You can begin deployment immediately — don't wait for the FCDL to start your pilot.
Invoice & Get Reimbursed
After FCDL approvalChoose BEAR (Billed Entity Applicant Reimbursement) or SPI (Service Provider Invoice) method. We handle E-Rate-compliant invoicing, including all required documentation and formatting.
Most districts prefer SPI — we bill USAC directly and you only pay your share.

E-Rate FAQ
Is KyberGate really E-Rate eligible?
Yes. Cloud-based web filtering qualifies under E-Rate Category 2 (BMIC). CIPA-compliant content filtering is specifically listed in the FCC's Eligible Services List. Our proxy-based architecture, SSL inspection, and student safety monitoring are all Category 2 eligible services.
What's KyberGate's SPIN number?
Our USAC SPIN is 143055219. Use this when filing your Form 471. Contact us at erate@kybergate.com if you need help with your filing.
Do I need to wait for SPIN to start planning?
No! You can file Form 470, evaluate bids, and even begin a pilot while our SPIN registration is processed. The SPIN is only required at the Form 471 stage when requesting funding commitment.
Can I combine E-Rate with other funding?
Yes. Many districts layer E-Rate with Title I, Title IV-A (Student Support & Academic Enrichment), ESSER/EANS funds, or state technology grants. E-Rate covers the infrastructure, other grants cover implementation.
What's the Category 2 budget cap?
The FCC sets a 5-year budget cap of $167 per student for Category 2 services. At $5/device/year, KyberGate fits well within this budget — even a 500-student school has $83,500 in Cat 2 budget.
Does KyberGate support BEAR and SPI invoicing?
Yes. We support both the Billed Entity Applicant Reimbursement (BEAR) and Service Provider Invoice (SPI) methods. Most schools prefer SPI — we bill USAC directly, and you only pay your discounted share.
Do I need an E-Rate consultant?
While not required, an experienced E-Rate consultant can significantly improve approval chances and ensure compliance. We partner with consultants nationwide and can provide referrals.
What documentation does KyberGate provide?
We provide: CIPA compliance certification, COPPA/FERPA attestations, service descriptions matching ESL language, pricing breakdowns, W-9, contracts formatted for E-Rate compliance, and technical specifications.
